What to do at Matsuyama City Hall after moving from another city in Japan: the 14-day moving-in notification, what foreign residents bring, the My Number Card, National Health Insurance, the child allowance 15-day rule, and Thursday evening and Saturday hours.

If your family is moving to Matsuyama City (松山市) from another city in Japan, you have a short list of things to do at City Hall in the first two weeks. This page explains the deadlines and what to bring for the moving-in notification, your My Number Card, National Health Insurance, the child allowance and the children’s medical certificate. It also covers when the office is open after work and on Saturdays, and what foreign residents need to bring.

In short

  • Register your new address within 14 days after you start living there. You cannot do it before you move (section 1).
  • Foreign residents bring the residence cards of everyone who moves. A new household of two or more people may also need an original document that shows family relationships, with a translation (section 1).
  • Apply for the child allowance within 15 days after the planned move-out date on your old address, or you can lose a month (section 4).
  • The Citizens Division is also open until 19:00 on Thursdays and on the second Saturday of each month, but some procedures cannot be finished at those times (section 6).

When you file the moving-in notification, the city gives you a list of related procedures, with a column for you to tick the ones that apply to your household. You can read it in advance on the city’s page of procedures that come with each notification (各種届出に伴う手続きのご案内). It is in Japanese. 1. How do I register my new address?

Matsuyama City

The moving-in notification (転入届, tennyu todoke) records your new address in Matsuyama’s resident register. File it within 14 days after you start living at the new address; Matsuyama does not accept it before you move. You can file it at the Citizens Division (市民課) on the 1st floor of the City Hall Main Building, or at a branch office. The person moving can file it (a parent files for a child under 15), or the head of household. A representative may need a letter of attorney.

Bring the following:

  • The moving-out certificate (転出証明書) from your old city. You do not need it if you moved out using your My Number Card (section 2).
  • Your My Number Card, if you have one.
  • ID for the person who comes to the counter.
  • Your national pension book (国民年金手帳), if you have one.

What foreign residents bring

Matsuyama City

Matsuyama says foreign residents must register their address in the same way as Japanese residents. For a move from another city in Japan, the city lists:

  • The residence cards (在留カード, zairyu kado) of everyone who moves, or special permanent resident certificates. This includes the newer residence cards that also work as My Number Cards (特定在留カード).
  • The moving-out certificate and everyone’s My Number Cards.
  • A letter of attorney and ID, if a representative comes.
  • A document that proves family relationships, with a translation (続柄を証する文書及び訳文).

If your new household has two or more people and a new head of household is set, you need the original document from your home country, such as a marriage or birth certificate. You do not need it for a one-person household, or if your household is the same as before. If the name on the document differs from the name on the residence card, also bring a document that shows the change. If the relationship cannot be confirmed, the city registers the person as a relative or a housemate for now, and you can change it later by bringing the document.

Note

If you are arriving in Japan from abroad, the form is different: the moving-in from overseas notification (国外転入届), with everyone’s passports and residence cards, within 14 days after you start living in Matsuyama. People staying three months or less, or on a short-term stay without a residence card, cannot be registered.

If you moved out online

Matsuyama City

If you filed your moving-out notification online through Mynaportal (マイナポータル), check that its status shows “完了” (completed) before you come. Matsuyama cannot accept your moving-in notification until it does. People who moved out online are guided to a priority lane (すいすいレーン) at the Citizens Division.

2. What do I do with my My Number Card?

If you moved out using your My Number Card, you do not get a paper moving-out certificate. Bring the card and enter its PIN at the counter. You must file the moving-in notification by the earlier of two dates: 14 days after you start living in Matsuyama, or 30 days after your planned move-out date. Otherwise the card is cancelled, and you may need to get a paper certificate from your old city. For a residence card that also works as a My Number Card, only the My Number function is cancelled.

Then, within 90 days after the moving-in notification, complete the “continued use” procedure (継続利用) so the card shows your new address; otherwise it stops working and reissuing it costs a fee. Bring the card, its 4-digit PIN and its 6 to 16 character password. The signature certificate on the card (署名用電子証明書) expires when you move out, so apply for a new one at the same counter if you use it.

Important

Moving in with a My Number Card is accepted on weekdays from 9:00 to 16:30, shorter than normal office hours. The city says it may not be possible during the extended hours on Thursday evenings and Saturdays. If you use a family member’s card and do not know its PIN, you will need a paper moving-out certificate. A representative with a letter of attorney can file the moving-in notification but cannot do the continued-use procedure.

3. Do I need to join National Health Insurance?

If you are not covered by health insurance through work (or a mutual aid association), the late-stage elderly medical system, or public assistance, you must join Matsuyama’s National Health Insurance (国民健康保険, kokumin kenko hoken) from the day you move in. Do it together with the moving-in notification. The city needs the My Number of the head of household and of each person joining, and ID for the person at the counter. New residents are also asked to submit an income declaration (所得申告書) used to set the premium.

The city asks you to file within 14 days, but you can still join after that. The premium is calculated from the date you moved in, going back up to two years. Medical costs you paid before you filed may end up fully at your own expense. If you want to pay by bank transfer, bring your bankbook, the seal registered with the bank (通帳届出印) and your account details. Students who moved here to study may stay on the National Health Insurance of their old city; tell the counter.

4. How do I keep getting the child allowance?

Matsuyama City

The child allowance (児童手当, jido teate) is paid for children up to the end of the school year in which they turn 18. You apply again in your new city; civil servants apply through their workplace. The allowance starts from the month after the month you apply, and you cannot get the months you applied late. If you move in the second half of a month, you still get the allowance from the next month if you apply within 15 days after the day after your planned move-out date (the 15-day rule, 15日特例). The city says to hand in the application form first, even if other papers are not ready.

  • Who applies: for a married couple, the parent with the higher income.
  • What to bring: the application form (認定請求書), details of a bank account in the applicant’s name (for Japan Post Bank, a copy of the bankbook or cash card), and ID for the person at the counter.
  • Where: the Child-Rearing Support Division (子育て支援課) on the 2nd floor of the City Hall Annex, the Citizens Division, the welfare notification corner, or a branch office. You can also apply by post or through Mynaportal. The Citizen Service Centers in shopping centers do not accept it.

The monthly amount per child is ¥15,000 from birth to under 3 years old, ¥10,000 from 3 years old to high school age for the first and second child, and ¥30,000 for the third child and later. Payment is six times a year, on the 10th of even-numbered months (the business day before, if the 10th is a holiday), for the two months before.

5. How do I get my child’s medical certificate?

Matsuyama pays the patient’s share of insured medical costs for children until March 31 after they turn 18, if they are registered in the city and have health insurance. You must apply for the child medical certificate (子ども医療費受給資格証) before it can be used. Coverage starts on the day both conditions are met: the day you moved in and the day the child joined health insurance. So set up the child’s health insurance first, for example through your employer.

Bring a paper that shows the child’s health insurance information and ID for the person at the counter. Apply at the Child-Rearing Support Division, the Citizens Division or a branch office, or by post or online. Meals in hospital and costs not covered by insurance, such as vaccinations, are not paid. The certificate can only be used at clinics and hospitals in Ehime. Phone: 089-948-6888.

School-age children, babies and pregnancy

  • Elementary and junior high school: you receive a school transfer notice (転校通知書) when you move in. Give it, with the papers from the old school, to the new school. If you want your child to attend a school outside your school district, talk to the School Education Division (学校教育課, 089-948-6870) first.
  • A baby under 1: complete the moving-in baby contact form (転入赤ちゃん連絡票), in principle online. The city then sends checkup forms and the vaccination record. Sukusuku Support Division (すくすく支援課): 089-911-1821.
  • Children 1 and older: pick up a vaccination record book (予防接種手帳) at the Health Prevention Division (保健予防課) or a branch office.
  • Pregnant: bring your maternal and child health handbook (母子健康手帳) to a Sukusuku Support point (すくすく・サポート), for example on the 1st floor of the City Hall Main Building, for the moving-in “Mama Papa set”.

6. When is City Hall open?

Matsuyama City

The Citizens Division (one-stop service center, 総合窓口センター) is open on weekdays from 8:30 to 17:00, until 19:00 on Thursdays, and from 8:30 to 17:00 on the second Saturday of each month. It is closed on national holidays and from December 29 to January 3. In March and April, it has extra extended hours and Saturday openings. During the extended hours, other divisions are closed, so some procedures cannot be accepted because the city cannot check with other cities or divisions. You can still join National Health Insurance and pick up a vaccination record book.

You can book a time at the Citizens Division online, from the next day up to two weeks ahead, in 30-minute slots from 9:00 to 16:00 (to 18:00 on Thursdays and extra extended days). A booking puts you in a priority line. Only the Citizens Division takes bookings, and a moving-in booking must be for a time after your move. Branch offices are open on weekdays from 8:30 to 17:00. The Citizen Service Centers at Iyotetsu Takashimaya and Fuji Grand Matsuyama open on weekends, but only issue certificates such as a copy of your resident record; they do not take moving-in notifications.

The underground parking in front of City Hall (市役所前地下駐車場) is open 24 hours and costs ¥130 per 30 minutes. If you have business at City Hall, scan your ticket at a ticket validation machine (at the Main Building information desk or near the First Annex entrance) before you pay, and one hour is free. This also works on Thursday evenings and the second Saturday.

7. Is there a welcome gift, and where can I get help?

Matsuyama City

When you file the moving-in notification, Matsuyama gives new residents a “Dango Ticket” (だんごチケット). The city says it is also for foreign residents who register an address in Matsuyama. Each person can use it once at Dogo Onsen Honkan (道後温泉本館, the Kami-no-Yu downstairs bath), the Saka no Ue no Kumo Museum (坂の上の雲ミュージアム), and Matsuyama Castle’s main keep with a ropeway or chairlift ride. It is valid until the end of the 12th month counted from the month after you file. It is not reissued if lost.

The Matsuyama International Center (MIC, まつやま国際交流センター) offers daily life counselling for non-Japanese residents, and a free legal consultation with administrative scriveners (gyoseishoshi) on the second Wednesday of each month. Common questions

Can I file the moving-in notification before my move?

No. Matsuyama City says it cannot accept it before you move, and an online booking for it must be for a time after your move.

Can I do everything on a Thursday evening or the second Saturday?

Not always. Other divisions are closed then, so some procedures cannot be accepted. Moving in with a My Number Card may not be possible. You can join National Health Insurance and pick up a vaccination record book. The child allowance can also be applied for by post or through Mynaportal.

Can a friend go to City Hall for me?

A representative with a letter of attorney can file the moving-in notification in some cases, but cannot do the My Number Card continued-use procedure at the same time. The city’s continued-use page describes a separate way for a representative, with a form the city first mails to the cardholder’s address; ask the Citizens Division (089-948-6569) before you send someone.

Our family name on the marriage certificate is different from the residence card. What do I bring?

Matsuyama asks you to also bring a document that shows the change of name, together with the relationship document and its translation.
