If your bike is gone from the station, the ward may have taken it, not a thief. In Tokyo’s 23 wards, each ward removes bikes left in no-parking areas and keeps them at its own lots. You get the bike back by paying a fee. This page compares five wards: Setagaya, Ota, Edogawa, Minato and Meguro. The fee for a bicycle runs from ¥2,000 to ¥5,000, and the hours differ a lot.
In short
- Go to the ward where the bike was removed, not the ward where you live. Most wards split their lots by station (section 1).
- Bicycle fee: Minato ¥2,000, Setagaya ¥3,000, Edogawa ¥4,000, Ota and Meguro ¥5,000 (section 1).
- Hours range from Tuesday to Saturday 13:00 to 19:00 (Minato) to every day 10:00 to 20:00 (Edogawa) (section 1).
- Bring the key, ID with your name and address, and the fee. Some wards ask for the notice they mailed you (section 2).
- Four wards waive the fee only if you reported the bike stolen to the police before it was removed (section 8).

1. Which ward do I go to, and what does it cost?
Five wards: Setagaya, Ota, Edogawa, Minato, Meguro
The ward that removed your bike keeps it, so go to that ward’s lot even if you live somewhere else. Many wards have several lots, and the lot depends on the station where the bike was removed. Tap a ward name to jump to its section.

All five wards close at the year end. Setagaya says December 30 to January 3, Ota, Edogawa and Meguro say December 29 to January 3, and Minato says only “year-end and New Year holidays.” Edogawa and Meguro also list motorcycles (see their sections).
2. What do I need to bring?
All five wards
Bring the key, ID that shows your name and address, and the fee. The wards give a driver’s license or health insurance card as examples. Setagaya also lists a My Number card and a student ID.
- Key: every ward lists the bike’s key. The pages do not say what happens if you have lost it, so call the lot first.
- ID: it must show your name and address.
- Fee: Setagaya and Ota take cash only. Meguro takes cash or cashless payment. Edogawa and Minato do not state how to pay, so ask the lot.
- Notice: Edogawa, Minato and Meguro list the notice mailed to you (返還通知書 or 保管通知書), if you have one. You do not need it to collect the bike.
Only Ota says someone other than the owner may collect the bike, and it says to ask the lot for details. Setagaya’s page does not say, and it points to the Traffic Safety and Bicycle Division (03-6432-7968). The other three pages do not mention it. Ask the lot before you send someone.
3. Setagaya Ward: six lots and open until 19:00 on weekdays
Setagaya Ward (世田谷区)
Setagaya returns bikes Monday to Friday from 9:00 to 19:00 and on weekends and holidays from 9:00 to 18:00. The weekend hours do not apply from December 30 to January 3. The fee is ¥3,000 for a bicycle and ¥4,000 for a motorized bicycle (原付バイク), cash only.
Your lot depends on the station where the bike was removed. The ward’s station list was last updated in May 2023, so call before you go.
- Umegaoka Viaduct Lot (梅丘高架下保管所): Keio Line Daitabashi to Kami-kitazawa (including Meidaimae); Inokashira Line Ikenoue to Meidaimae; Odakyu Line Higashi-Kitazawa to Gotokuji; Setagaya Line Yamashita, Matsubara, Shimo-takaido. It is at 1-43 Umegaoka, about 4 minutes on foot from Umegaoka Station.
- Kyuden Lot (給田保管所): Keio Line Hachimanyama, Roka-koen, Chitose-Karasuyama. It is at 4-11-26 Kyuden, about 13 minutes on foot from Chitose-Karasuyama Station.
- Sakurashinmachi Lot (桜新町保管所): Den-en-toshi Line Ikejiri-Ohashi, Sangenjaya, Komazawa-Daigaku, Futako-Tamagawa; Meguro Line Okusawa; Oimachi Line Jiyugaoka to Futako-Tamagawa; Setagaya Line Sangenjaya. It is at 2-6-6 Sakurashinmachi, about 4 minutes on foot from the west exit of Sakurashinmachi Station.
- Kamiyoga Lot (上用賀保管所): Yoga Station. It is at 5-24-8 Kamiyoga, about 15 minutes on foot from Yoga Station.
- Tsurumaki 5-chome Lot (弦巻5丁目保管所): Odakyu Line Kyodo; Sakurashinmachi Station; Setagaya Line Setagaya and Kamimachi. It is at 5-36-18 Tsurumaki, about 12 minutes on foot from Sakurashinmachi Station.
- Kamisoshigaya Lot (上祖師谷保管所): Odakyu Line Chitose-Funabashi, Soshigaya-Okura, Seijogakuen-mae, Kitami. It is at 4-4-11 Kamisoshigaya, about 3 minutes on foot from a bus stop.
To check whether your bike was removed, call the Setagaya Bicycle Call Center (自転車コールセンター) on 03-3424-4191. 4. Ota Ward: 11:00 to 19:00, and the fee is ¥5,000
Ota Ward (大田区)
Ota returns bikes every day from 11:00 to 19:00, but not on national holidays or from December 29 to January 3. The fee is ¥5,000 for a bicycle and ¥10,000 for a motorized bicycle (原付), cash only. The ward says returns may stop without notice during a disaster.
There are four lots. The ward’s page lists them as lots 1, 2, 3 and 6.
- Lot 1 (Heiwajima, 平和島一丁目), 03-3765-5161: JR Omori, Keikyu Omorikaigan, Heiwajima, Magome, Ikegami and Tamagawa-line stations such as Numabe, among others. About 2 minutes on foot from the Heiwajima Leisureland bus stop (Keikyu bus).
- Lot 2 (Heiwajima, 平和島五丁目), 03-3765-5162: JR Kamata, east exit.
- Lot 3 (Heiwa-no-Mori Park, 平和の森公園), 03-3765-5163: JR Kamata, west exit, and Yakumo-watashi, Musashi-Nitta, Shimo-Maruko, Hasunuma. Lots 2 and 3 are each about 15 minutes on foot from Keikyu Heiwajima Station.
- Lot 6 (Nakarokugo, 仲六郷四丁目), 03-3736-0372: Keikyu Kamata, Zoku, Rokugodote, Kojiya, Outorii, Anamori-Inari, Tenkubashi. About 2 minutes on foot from Rokugodote Station.

Since October 1, 2026, the ward has a call center for questions about whether a bike was removed. The number depends on where the bike was left: 03-5755-3577 (Omori and Chofu areas), 03-3762-7642 (Kamata, Kojiya and Haneda areas, except around Kamata Station) or 050-2035-0889 (the no-parking area around Kamata Station). It is open 8:30 to 19:00. If you cannot tell which area applies, call the Urban Infrastructure Management Division (都市基盤管理課) on 03-5744-1390. 5. Edogawa Ward: open until 20:00, and do not come by car
Edogawa Ward (江戸川区)
Edogawa returns bikes every day from 10:00 to 20:00, the latest closing time of the five wards. It is closed from December 29 to January 3. The fee is ¥4,000 for a bicycle, ¥4,500 for a moped (原動機付自転車) and ¥9,000 for a motorcycle (自動二輪車).
The ward has six collection lots, split by the station where the bike was removed.
- Komatsugawa (小松川), 03-5628-1411: around Hirai and Higashi-Ojima stations.
- Koiwa (小岩), 03-3672-2333: around JR Koiwa and Keisei Koiwa stations.
- Shinozaki (篠崎), 03-3676-0209: around Shinozaki Station.
- Ichinoe (一之江), 03-3653-2097: around Ichinoe and Mizue stations.
- Nishi-Kasai (西葛西), 03-3688-5610: around Funabori Station and the north and south exits of Nishi-Kasai Station.
- Kasai (葛西), 03-3804-9091: around Kasai and Kasai-Rinkai-Koen stations.
The ward asks you not to drive to the lots. If you need a car, park in a private lot. The ward does not pay back a chain or lock cut during removal. A bike left unclaimed for a long time is disposed of under the ward’s rules. 6. Minato Ward: Tuesday to Saturday, 13:00 to 19:00, and the cheapest fee
Minato Ward (港区)
Minato returns bikes only from Tuesday to Saturday, 13:00 to 19:00, and it is closed on Sundays and Mondays. The fee is ¥2,000 for a bicycle and ¥3,000 for a motorized bicycle. The ward keeps a bike for 30 days from the public notice. After that, the bike is disposed of.
There are six lots, split by station.
- Kaigan 2-chome (海岸二丁目), 03-3454-5021: Shinbashi, Tamachi (west exit).
- Kaigan 3-chome (海岸三丁目), 03-3452-3710: Hamamatsucho, Shibakoen, Uchisaiwaicho, Toranomon Hills, Kamiyacho, Tamachi (east exit), Shibaura-Futo, and other Shiba-area spots.
- Higashi-Yatsuyama (東八ツ山), 03-3474-0031: Roppongi, Azabu-Juban, Akabanebashi, Shinagawa (Konan exit).
- Shirokane-Takanawa Station (白金高輪駅), 03-3446-2783: Akasaka-mitsuke, Aoyama-itchome, Omotesando, Shirokane-Takanawa, Shirokanedai.
- Shinagawa Station Takanawa Exit (品川駅高輪口), 03-3442-3508: Hiroo, Shinagawa (Takanawa exit), Takanawa Gateway. Motorized bicycles from the Shinagawa Takanawa exit area are kept at Higashi-Yatsuyama.
- Odaiba Kaihin-Koen Station (お台場海浜公園駅), 03-3529-5150: Odaiba Kaihin-Koen Station and the Daiba area.

7. Meguro Ward: one lot, open 14:00 to 18:00
Meguro Ward (目黒区)
Meguro has one lot, and it returns bikes every day, including weekends and holidays, only from 14:00 to 18:00. This year’s closure runs from December 29, 2026 to January 3, 2027, and nobody answers the phone then. The short hours are hard to meet if you work on weekdays.
The fee depends on the vehicle: ¥5,000 for a bicycle, ¥5,000 for a specified small motorized bicycle (特定小型原動機付自転車), ¥8,000 for a general motorized bicycle and ¥16,000 for a motorcycle. You can pay in cash or by cashless payment. The ward keeps a bike for one month from the date of the return notice, or from the public notice date if the owner is unknown. The notice is based on the address and name in your anti-theft registration, and it gives the lot and the deadline.

8. Can I get the fee waived if the bike was stolen?
Setagaya, Ota, Edogawa and Meguro
Setagaya, Ota, Edogawa and Meguro waive the fee only if the police took your theft report before the bike was removed. A report you file after the removal does not waive the fee. Minato’s page does not mention a waiver.
Important
In Setagaya, do not ask at the lot first. Call the police station where you filed the report and note its name, the date and time, and the reception number. Then call the Setagaya Bicycle Call Center, which checks with the police. Tell the lot staff you are applying through the call center. Meguro asks you to confirm the same details with the police before you go, and Ota says the check can take extra time.
If you get your bike back after reporting it stolen, tell the police and withdraw the report. Setagaya and Meguro ask for this. If the report is left open, the police may stop you later.
9. Can I get help in English?
Five wards
The ward pages on returning bikes are in Japanese. Setagaya, Ota, Edogawa and Meguro do not say whether staff at the lots or call centers speak English.
Minato is different. Its page says the Minato Bicycle Countermeasures Call Center can join you and an interpreter in a three-way call. This uses the ward’s Multilingual Interpreter Call Service, which includes English. The interpreting is free, but data charges apply, and it runs on weekdays from 8:30 to 17:15.

If you call in Japanese, say the date and station where you left the bike, and read out your anti-theft registration number. A short list of Japanese words may help: bicycle (自転車, jitensha), removed (撤去, tekkyo) and lot (保管所, hokanjo).
Common questions
I do not know if my bike was removed or stolen. What do I do? Call the ward where you left it. Setagaya, Minato and Ota have call centers. In Edogawa, call the lot for the station. In Meguro, call the Bicycle Removal Section. If the ward has no record, report it stolen at a police box (交番, koban) or a police station.
Does the ward I live in matter? No. The ward where the bike was removed returns it.
How long does the ward keep my bike? Minato keeps it for 30 days from the public notice. Meguro keeps it for one month from the notice date. The other three pages do not give a number of days, so go as soon as you can.
