When you move within Tokyo, the address printed on your driver’s license has to be changed. The procedure is called “change of entries” (記載事項変更, kisai jiko henko). It is free, and you can do it at any police station in Tokyo, at two license renewal centers, or at three driver’s license test centers. This guide explains which places are open on which days, what to bring (including a residence card), and what to do first if you have a My Number license. It applies to people whose address is in Tokyo.
In short
- It is free. Police stations and the two renewal centers (Kanda and Shinjuku) take the change on weekdays only, 8:30–16:30 (section 1).
- Only the three test centers (Fuchu, Samezu, Koto) open on Sundays: 8:30–12:00 and 13:00–16:30. All places are closed on Saturdays, holidays and December 29 to January 3 (section 1).
- Foreign residents covered by the Resident Registration Law bring the license and a residence card, a special permanent resident certificate, or a residence record that lists the required items (section 2).
- If you hold a My Number license, change the address on your My Number card at your city or ward office first, then go to the police (section 5).
- No reservation is needed at the test centers for this change. If you are under 70 and also merge your license into the My Number card at the same visit, you must reserve (section 1).

1. Where can I change my address, and on which days?
Tokyo Metropolitan Police Department
Police stations and renewal centers accept the change on weekdays only; on Sundays, only the three test centers do. The Metropolitan Police Department page (updated August 28, 2026) lists these places. Saturdays, holidays and December 29 to January 3 are closed everywhere (Change of entries, Metropolitan Police Department).

The window table for the test centers (dated February 16, 2026) says the change of entries needs no reservation (Test center window hours, Metropolitan Police Department). The exception is a reservation for people under 70 who also want to merge their license into the My Number card at the same visit. The page does not state a deadline for changing your address.
2. What do I bring?

The police page lists the documents by group. Required documents changed on October 1, 2025, so do not rely on older information. The change of entries is free of charge.
2.1 Foreign residents
The police page has a separate list for foreign nationals. If you are covered by the Resident Registration Law (住民基本台帳法), which includes people with a residence card, you show the following with your driver’s license:
- Your residence card (在留カード, zairyu kado), or
- your special permanent resident certificate (特別永住者証明書), or
- a copy of your residence record (住民票の写し, juminhyo) that lists the specified items. It must not be a photocopy and must be issued within the last 6 months.
For a change of nationality or name, you hand in (not just show) a residence record that lists your nationality. Foreign nationals who are not covered by the Resident Registration Law show an identity document issued by the Ministry of Foreign Affairs (or another authorized body) and a document issued by a public body that confirms the address. The page does not list which specific documents qualify, so ask a test center if you are unsure.
2.2 Everyone else, and proxies
For Japanese nationals with a conventional license, the page asks for the license and a document that shows the new address. Examples are a residence record (not a photocopy, without My Number, issued within 6 months), a My Number card whose face shows the new address, an eligibility certificate (資格確認書), or postmarked mail.
If you cannot go yourself, someone else can apply as your agent. They need a residence record (not a photocopy, issued within 6 months) that lists both you and the agent, and a document that shows the agent’s own address, such as a license, My Number card or passport. If several people at the same address apply at the same time, one residence record that lists all of them is enough.

3. How do I reach the three test centers?
Tokyo Metropolitan Police Department
The test centers are the only places open on Sundays, and the police ask visitors to use public transport at all three. Samezu and Koto are near a train station. Fuchu is reached by bus from a station.
Samezu Driver’s License Center (鮫洲運転免許試験場). You can also walk about 15 minutes from Oi Keibajo-mae Station (Tokyo Monorail) or Shinagawa Seaside Station (Rinkai Line, Exit B), or take a Toei bus from JR Shinagawa Station (Takanawa Exit), about 15 minutes. Parking is limited, and the police ask visitors to use public transport (Samezu Driver’s License Center). 1-12-5 Higashi-Oi, Shinagawa-ku. Google Maps. Phone 03-3474-1374.
Koto Driver’s License Center (江東運転免許試験場). From JR Kameido Station (North Exit) or JR Kinshicho Station (South Exit), a Toei bus takes about 30 minutes. The police ask visitors not to come by car; only bicycle parking and parking for people with disabilities are provided (Koto Driver’s License Center). 1-7-24 Shinsuna, Koto-ku. Google Maps. Fuchu Driver’s License Center (府中運転免許試験場). It is not the same place as Fuchu Police Station. Besides the Keio bus from Tamareien Station, a Keio bus runs from JR Musashi-Koganei Station (South Exit) in 10–20 minutes and from Chofu Station (North Exit) in about 30 minutes. 4. What about the Kanda and Shinjuku centers and police stations?
Tokyo Metropolitan Police Department
If you can go on a weekday, a police station near you or a central renewal center is a shorter trip than a test center. All of them take the change of entries 8:30–16:30. The two renewal centers are separate offices, not inside Kanda or Shinjuku Police Station. The list of police stations is on the Metropolitan Police Department site.
Kanda Driver’s License Renewal Center (神田運転免許更新センター). It is in the Tokyo Metropolitan Government Industrial Labor Bureau Kanda Building, 5 minutes on foot from Otemachi Station (Exits C1 and A2), 10 minutes from JR Kanda Station (West Exit) or Ogawamachi Station (Exit B6). There is no parking lot or bicycle parking (Kanda Driver’s License Renewal Center). 1-1-5 Uchikanda, Chiyoda-ku. Google Maps. Phone 03-3294-3380.
Shinjuku Driver’s License Renewal Center (新宿運転免許更新センター). It is on the 2nd floor of Tokyo Metropolitan Government Building No. 2, 3 minutes on foot from Tochomae Station (Oedo Line, Exit A4) and about 10 minutes from the West Exit of Shinjuku Station. 5. I have a My Number license. What do I do first?
Official rule (Japan), applied in Tokyo
A My Number license (マイナ免許証) is a My Number card that also holds your driver’s license information. Change the address on your My Number card at your city or ward office before you visit the police. The police page explains that the address printed on the card becomes the new address on the license, so the card must be updated first. Bring the My Number license, and your conventional license too if you still carry one.
Note
A My Number card on a smartphone cannot be used as a driver’s license. Bring the physical My Number card for any license procedure, according to the Metropolitan Police Department (My Number card and driver’s license).
People who hold only a My Number license (no conventional license) can use a one-stop service. After you start the service at the police (you agree to the terms and enter the password of your signature certificate), you only need to report a new address to your city or ward office, and your license data changes automatically. You start it at the license center for your address. Your consent lasts 10 years, and after you move you must also have a new signature certificate issued (One-stop address change service, National Police Agency).
6. What should I think about when choosing a place in Tokyo?
Tokyo Metropolitan Police Department
If you cannot take a weekday off, a test center on Sunday is the only option. The Sunday counter closes for lunch from 12:00 to 13:00 and ends at 16:30. Police stations and renewal centers are closed on Sundays.
The test centers are not easy by car. Samezu is 8 minutes and Koto 5 minutes on foot from a station, but Fuchu needs a bus of 10 to 30 minutes from a station, so it is not reachable by train alone, even from western Tokyo.
A residence record must have been issued within the last 6 months. If you got one for your move-in procedures, check the date, and check that it does not show a My Number, before you bring it.
Common questions
Does it cost anything?
No. The change of entries is free of charge.
Do I need a reservation?
Not for the change of entries at the test centers. If you are under 70 and also want your license merged into your My Number card at the same visit, you need a reservation.
Can I do it on a Saturday?
No. Every place is closed on Saturdays, holidays and from December 29 to January 3.
Whom do I call with questions?
The police page lists the three test centers as contacts for this procedure: Fuchu (042-362-3591) and Samezu (03-3474-1374), second licensing section, and Koto (03-3699-1151), first licensing section.
